A different utility from Wake Forest
Youngsville is a neighbor of Wake Forest, but it is in a different county. The Town of Youngsville's official residents page says the town is in Franklin County, gives its ZIP code as 27596, and lists Franklin County Utilities for water and sewer at 919-556-6177. That means the Raleigh Water rates, leak adjustment rules and backflow program described elsewhere on this site do not apply to Youngsville customers.
For a Youngsville bill, outage or main break, contact Franklin County Utilities using the number the town lists. For permits and inspections, the town's page lists Franklin County Planning and Franklin County Inspections among its resource contacts, so ask which office covers your address.
What stays the same
State law does not change at the county line. North Carolina's plumbing board licenses P-I contractors for any building and P-II contractors for single-family detached homes, and G.S. 160D-1110 requires permits for the installation, extension or general repair of plumbing systems, with a narrow exception for like-for-like water heater replacements by a licensed plumber.
Check any plumber's license with the board's online search before work starts; see how to check a license and water heater replacement for the details of the exception.
Emergencies in Youngsville
The first steps are universal: shut off the main valve, protect the house, and document the damage. Our emergency steps apply, except that utility-side problems go to Franklin County Utilities instead of Raleigh Water.
Winter freezes hit Youngsville as hard as Wake Forest, and the American Red Cross guidance in our frozen pipe guide applies everywhere: insulate pipes in unheated spaces, let cold water drip from faucets on exposed pipes, and never thaw a pipe with an open flame.

The EPA's WaterSense figures apply in any home: the average family can waste 180 gallons a week from household leaks, and the average American family uses more than 300 gallons a day at home. The meter test in our leak detection guide works on any water meter.
Our leak cost calculator uses Raleigh Water's rates, so it will not match a Franklin County bill. To estimate a leak's cost in Youngsville, multiply the extra gallons by the rates on your own Franklin County Utilities bill, or ask the utility for its current rate schedule.
Digging and private lines
Replacing a water service or sewer line means digging, and North Carolina's one-call center, NC 811, takes locate requests before excavation. Ask your plumber who will place the request before work starts.
Lines on private property are generally the owner's to maintain, so confirm with Franklin County Utilities where its responsibility ends before you hire anyone for an outdoor line. For sewer symptoms, our sewer backup guide explains how to tell a single clogged drain from a main line problem.
